A party school, or more formally "second-tier state college", is a taxpayer-funded correctional institution used to detain persons who are known risks to public property or the average entrance standardized test scores of "competitive" higher educational institutions.

Inmates usually include, but are not limited to:

  • class B high school junior varsity athletes
  • accused persons awaiting trial
  • wearers of t-shirts advertising facial hair transportation services for gratis
  • devotees of musical groups promoting the use of cannabis and ugly wood-stained basses
  • adult entertainment professionals with flexible schedules
  • aspiring members of "pay-to-play" Hellenistic fraternal organizations
  • those pursuing romantic connections through blind taste-tests of consciousness-inhibiting pharmaceuticals

These small penitentiaries are usually state-run, though some in larger communities may be as large and hold as many registrants as regular universities at any given moment. As with prisons, some universities have different wings based on subject interest and pedagogical attention-span, and have work programs for those who demonstrate good behavior.

The government-funded staff are often alumni who belong to a sacred order whose Latin motto "Qui deficio efficio, docui" is understood by few of its own members.
